According to law enforcement, Russian security services attempted to use minors to carry out particularly serious crimes, including mass killings of children in educational institutions.
Teenagers were recruited through social media and messaging apps.

In Kirovohrad Oblast, criminal analysis officers, juvenile police and operatives uncovered in time a 15-year-old lyceum student who had already been tasked with making an improvised explosive device and using it at a school.
In Odesa Oblast, Russian operatives attempted to recruit an 11-year-old. Police, together with the SBU, exposed the case at the recruitment stage. According to preliminary data, handlers from Russia planned to provide him with a weapon to carry out an attack at a school.

Investigators from the SBU have notified the 15-year-old suspect of charges under Part 1 of Article 14 and Part 1 of Article 258 of Ukraine’s Criminal Code. The investigation is ongoing.
